Abstract
This article analyses the regulation of initial coin offerings (ICO) in Hong Kong from a comparative perspective, focusing on financial licensing and sandbox rules. We argue that Hong Kong should learn from overseas experiences to improve the financial licensing rules, and refine the sandbox’s access and exit criteria.
