Abstract
Introduction In 1974, the Parliament of the Socialist Federal Republic of Yugoslavia adopted the Law on Vocational Education, marking the beginning of what would arguably be the most comprehensive education reform in the country’s history. The reform was part of a broader transformation of the Yugoslav federation that began with the constitutional amendments in 1971 and culminated in the adoption of a new Constitution in 1974 (cf. Dimitrijević 2000).
