Abstract

A citizen is a member of a political community, who normally enjoys the rights and often assumes the duties of citizenship. The problem is identifying what, if anything, is required to be a citizen. This essay will explain the ways in which citizenship has been understood and the normative questions arising from considering the moral and political relevance of different features for membership. There will also be attention given to leading debates on citizenship, including whether the idea of citizenship has much currency.
