Abstract

Discusses the problems encountered in negotiating the structure and composition of the Cambodian Extraordinary Chambers which led to the arrangement whereby the chambers have a majority of Cambodian judges but require a super-majority for a voting decision to be made. Considers the inherent difficulties within this system.
