We explore the pivotal role of greenfield R&D foreign direct investments in transforming Shenzhen's innovation ecosystem and establishing it as a key R&D cluster in China. Since the 1979 economic reforms, Shenzhen has rapidly developed into an innovative city of world-renown – from simple fishing village to the "Silicon Valley of China". It has built a strong ecosystem in a variety of sectors, including telecommunications, biotechnology, and electronics. MNEs like Intel, Qualcomm, Apple and ARM, have set up their R&D centres in Shenzhen. This raises several questions: How has FDI to Shenzhen evolved? How has it used foreign capital and technology, particularly R&D-focused greenfield investments, to transform itself into an innovative centre for China and a key part of the new knowledge-driven economic development model?
